The coil steel safety transportation has become an important part of railway goods traffic. Due to the special shape and heavy-weight of coil steel, loading and reinforcing is not an easy job, and displacement or rolling is much more likely to happen in transit, which would result in eccentric loading, unbalance loading, freight car damaging, or even grave and serious accident in railway transportation because coil steel falls down from freight car. In recent years, a variety of coil steel pallets have been put into use for loading and reinforcing coil steel. Consequently, loading and unloading become easier, and coil steel damaging can be prevented.Mechanical property of coil steel pallets, not matter what types, should meet the requirements of railway safety transportation before they are put into use. The work stress data of dangerous sections and key points on the coil steel pallet can be collected by shunting impact test. In previous tests, measuring points were selected subjectively, which could lead to uncertain mistakes or neglect dangerous points. Now shunting impact conditions can be simulated by FEA softwares. It is convenient to obtain the work stress data from simulation results, and the accuracy of measuring points selected is improved in this way. Besides, the coil steel pallet’s structures can be improved by FEA softwares.This paper discusses the modeling and simulation of the RUL-Cl coil steel pallet under shunting impact condition by Solideworks, Hypermesh and Ansys, and then gains the actual work stress data by shunting impact test. Both of the results show that the coil steel pallet is unqualified. By contrasting simulation and test results, we find that the united simulation condition is consistent with the practical limitation, and the modeling and simulating approaches are reliable. According to the simulation and test results, we can improve the weak parts of RUL-Cl coil steel pallet and do simulation repeatedly, by FEA softwares, until the coil steel pallet is qualified. Besides, another shunting impact test about the improved coil steel pallet should be down. The new test result shows that the improved coil steel pallet is qualified to railway safety transportation beacuse its work stress is lesser than allowable stress. Basing on the study of FEA simulation and shunting impact test, a summary of the main contributions can be provided:Firstly, the united simulation is reliable, and the simulation result is consistent with shunting impact test’s; Secondly, the analysis methods about loading weight, adding constraints, choosing contacting type, and so on, can be used for reference on other coil steel pallets’ mechanical property simulations; Thirdly, FEA softwares can be used to guide to select measuring points in shunting impact test, which would improve the accuracy of test. Moreover, in the optimizing phase, FEA softwares can be used to improve the structures of coil steel pallet, which means economic, time-saving and high-efficiency.
