The problem of terminal area congestion and the flights’ delay has becomeincreasingly serious with the rapid development of civil aviation and growth of airtraffic flow. Therefore, the aviation developed countries all attach great importanceto research on air traffic management. Through the study and research the theory andtechnology of flights’ sequencing in the terminal area and ground holding problem athome and abroad, combining with the actual situation of the current air traffic flowmanagement, the problems of flights’ sequencing in the terminal area and groundholding of air traffic flow management system are studied in this paper.The main contents are as follows:1. A model of sequencing the arrival aircraft on parallel runways is set up whenair traffic congestion happens. And then the genetic algorithm (GA) of dual codes isemployed for the model to determine the sequencing strategy and assign the landingrunway for each arrival flight with a pair of chromosomes. The actual datacomputation demonstrates that the present algorithm can reduce the flights’ delaymore effectively compares with other algorithm.2. According to the actual operation of the airport and the case that some flightscan land or take off on a fixed runway only, a model of sequencing arrival anddeparting aircraft on parallel runways that includes cargo flights is set up when airtraffic congestion happens in an airport.And then the genetic algorithm (GA) of dualcodes is employed for the model. The simulation demonstrates that the proposedmodel can verify that the cargo flights land on the required runway and reduce flights’delay compares with the result of first come first service (FCFS) sequencingalgorithm.3. In this paper, a new multi-airports ground-holding dynamic model withen-route capacity constrain is built, and a heuristic optimal algorithm basing on flightspriority is given. The detailed thought and process of algorithm have been presented.The changes of objective airport capacity and the unit cost of different flights are also considered. The simulation results show that a real-time solution which satisfies allcapacity constrains can be calculated.
