The urban has been growing since the Open and Development policy. The oldcity area was taken as the draggers because of the aging and decaying. They wouldeither deconstruct or abandon these areas to solve this problem. The malformedgrowth of the city resulted in the disappearance of the landmark blocks while thesurvived ones among which were in a bad condition and were criticized. Based on theresearch and practice, we have a great achievement in the protection and utilization ofold blocks. But some popular strategies are still not perfect. They did not work wellneither for the considerable number of old architecture which are important part of thecity stylenor for the non-material heritage.The Tapautau Chinesen-Stadt，as the initial unit for Qingdao city constructionand the Source Puls whose humanity and culture has a long history, is decayingnow due to the material structure aging. The rich historical and culture meaning arealso despised and as a result the damage and corrode become more and more apparent.So the protection and development should be regarded as a dynamical concept. Withthe consideration of the all the possibilities in future, a better solution should followits own genes to persist the existence for the city variety and recover to a healthycondition.Based on the discussion above, this essay will take the southern Tapautau blockas research subject. Firstly, We will analyze the related theories and strategies toprovide experience and theoretical foundation for further research. Secondly, I willinvestigate and research deeply on the space form, social structure, function patternand the architectural form, then evaluate and classify the Remains。Finally, I willintegrate the present primal problem and argue the critical influence of human cultureto the city inclusiveness and variety. Then I will put forward a protective developmentadvise for the southern Tapautau blocks and a protective reconstruction advise forremins reference to experience in other countries and the actual situation. I amexpecting we would not be limited by the Success Policy and have some positiveimpact on the decision makers’ and designers’ consciousness and then to theprotection and development of the whole Tapautau area.
