The article mainly on calculating the locomotive bogie’s wheel and axle device life cycle cost. With constant development of rail transit equipment technology presently and the expansion of the market demand, the competition of rail transit industry has become fiercer. In order to make user satisfied, manufacturers must produce the products with the reliable quality and competitive on cost. The cost mentioned here not only refers to the price of purchasing the products, but including the cost of the maintenance and service cost; etc. The new concept of the cost should include from product’s research to scrap, which is the concept of life cycle cost.The paper mainly aims at HXD3B locomotive bogie’s wheel and axle to calculate the life cycle cost, which devided into the following parts.1. Introduce the basic situation of locomotive bogie, including its function and composition; etc, then analysis the development situation at home and abroad of the life cycle cost calculation; next the paper describes the background, the goals, calculation method and the relevant evidence.2. Put the life cycle cost devided into some parts to calculate, the first part is manufacturing cost, the second one is maintenance cost, the third one is service cost.3. Firstly, using the process cost estimation method which of "modern cost control and management" to calculate manufacturing cost of the wheel-and-axle device, which including material cost, labor cost, fuel and power cost and other manufacturing cost. Finally calculate the total cost of the locomotive bogie’s wheel and axle in the phase of production.4. Secondly, compute the maintenance cost of wheel and axle device, which including daily maintenance, material cost, labor cost, fuel cost and equipment maintenance cost which because of breakdowm due to contingency major maintenance.5. Finally calculate the wheel-and-axle device service cost in the period of quality maintenance, and calculates the total life cycle cost, then summarize the paper, at the same time, put forward to some unsolved problems.
