The Research On New Urban District Planning Of Resource Exhausted City

As a special type of our city, the resource exhausted city, in the era of the planned economy has made great contributions to the socialist modernization of China, but with the increasing failure of underground mineral resources, the industry dominated by mineral exploitation and processing in the cities began to decline, the resource exhausted city has been facing a series of serious economic, social and environmental issues which have seriously hampered the development of the cities. For the resource exhausted city, how to step the future way of development and how to achieve sustainable development,which no doubt will be the issues placed in front of the cities now.As an effective mean to promote the urbanization, the new urban district can effectively absorb the urban population of the central city and promote the industrial structure to optimize and upgrade, has important significance on city integrated competition ability and city development. Now many of resource exhausted cities have been trying to make the transformation, adjusting industrial structure and the direction of economic growth, and actively tapping the potential new urban areas as a breakthrough to expand the size of the cities, the construction and development of new urban areas has become the major initiatives and strategic pivot points for the cities to seek economic growth and development opportunities.This paper takes the transformation of resource exhausted city as the research background, researches the problem that how to plan and construct new urban district of resource exhausted city. The main research contents are divided into theory study, resource-exhausted city development, planning strategy of the new urban district of resource exhausted city and case study of four parts. Researches and summaries advanced thought, philosophy, the history, development of domestic and foreign new urban district and development theory of domestic and foreign resources exhausted city, then absorbs the lessons of domestic and foreign new urban district construction. Based on the analysis of economic structure characteristic, social structure characteristic, spatial structure characteristic of resource exhausted city, summaries up the problems about the development of economy, society, city function, ecological environment and other issues which resource exhausted city have been facing, then discusses necessity,power factor, target and meaning of new urban district construction of resources exhausted city. In view of the problems resource exhausted city have been facing, from industrial planning, space form, traffic planning, land use layout, ecological environment construction, community construction and other aspects to explore strategy of new urban district construction suitable for development characteristics of resource exhausted city. Finally, combines Xinqiu new town planning to apply theory to practice, tests theoretical studies, and deepens study results to the rational model and strategy concept, hopes to provide a reference for new urban district construction of other resource exhausted cities.
