Resource-exhausted city refers to resource-based city running out of mineral resources. They generally are faced with severe environment, stagnant economy, increasing unemployment rate, behindhand city construction, etc. The difficulty confronted by all countries was How to use their resources like mine heritages to promote economic and social transformation and sustainable development.As one of ten important coal industrial bases of China, Shizuishan City did great contribution to whole nation’s economy and social development. However, after decades’of exploitation, Shizuishan City is confronted with resource exhaustion, economic downturn and environment pollution. The comprehensive treatment of Shizuishan City’s mine geological environment and the environment enhancement concentrating on both mine and the city area will lay a new foundation of the sustainable economic and social development. Besides, building National Mine Park on the basis of the remaining mining relics is of great practical significance in promoting the economic transformation.Focusing on the Shizuishan mine’s transformation from a mining remains to a tourist attraction-National Mine Park, based on former study and the research methods of field investigation, case study, conclusion and deduction, the paper concentrates on the protective treatment of mine geological environment and construction of Shizuishan National Mine Park guided by the sustainable development theory. The results indicate that developing industrial tourism in Shizuishan, so as to letting tourism play the loading role through building National Mine Park is an important way of achieving Shizuishan’s sustainable development. Also, it provides some reference for other similar resource-exhausted cities.
