Numerous cities face the problem of monitoring traffic load dynamically and statically with the increasing number of motor vehicles. So real time monitoring traffic becomes a hot issue to improve the urban traffic capacity. In this paper we solve real-time traffic monitoring by developing a vehicles monitoring system for traffic management and traffic law enforcement. And real-time vehicles monitoring through parallel computing has special significance for city traffic management and vehicle behavior control.We develop the real-time vehicle monitoring system by four techniques. They are techniques of multi-source heterogeneous data collecting, real-time processing of mass data, parallel business computing, message publishing and subscribing. The research has five contributions which are shown in the following:(1) After the business processes in the department for vehicle management was demonstrated, the requirements analysis and investigation of vehicle monitoring have been done based on application scenarios and business role. The development plan of city real-time vehicle monitoring system has been proposed by investigating real-time monitoring system technologies based on the present research situation.(2) According to the requirements analysis system function modules are divided into several parts, and the work flow of the system is reconstructed and optimized. The system designing for vehicle monitoring system has been done, including analyzing of system function, designing of system architecture and designing of the run-time supporting environment.(3) The functions of every module have been analyzed and designed according to the entire designing of the system modules. And the modules of multi-source heterogeneous vehicles data collecting and publishing, real-time processing of the massive traffic data, and application scene oriented business processing, were designed and developed.(4) By selecting the application oriented scenarios and business application, the performance and function testing have been done.This research can detect the illegal acts, such as speeding and decked vehicles, implement tracing for the special involved vehicles, and provide a real-time all-weather all-round monitoring method for the vehicles, which are in dynamic or static states within the city jurisdiction. It builds a platform for city real-time vehicle monitoring, as an extend application of intelligent traffic system, which will provide decision-making support for the traffic management and traffic law enforcement.
