A Research On The Cost Control Of Agent Government Investment Project

This paper established a combined cost control system of agent construction of government investment project through the analysis of the current situation of domestic government investment project cost management and the Practical eMperience of abroad government investment project cost management in order to keep the cost of agent construction of government investment project under reasonable control, thus, improving government investment benefit.The government investment agent construction project cost control system mainly includes the following two aspects:firstly, the construction of cost management supporting system which mainly refers to the set of cost management organization structure and cost management system process, and based on the former ones, make good use of the form data. Secondly, the cost management method of each project phase.(1)For the estimation investment of decision-making phase, we use the method of Monte Carlo simulation to estimate the investment of the total project.(2) In the designing phase, we vigorously promote quota design and also we use the value engineering to optimize the schemes.(3) For the bidding phase, we should choose reasonable contract mode, evaluation criteria and the contract mode.(4) In construction phase, we should do a good job in the dynamic cost management, and at the same time, we should make good control of engineering change and handle the project claim.(5) In the completion and acceptance phase, attention should be paid to the audit and account of the cost.In order to prove the practice of the combined cost control system of agent construction of government investment project, we use the M project as an example to carry on case analysis. Through the application of cost control system, M project has achieved the balance of4310000Yuan in the context of the agreement of the relevant departments. This can be obtained that the combined cost control system has a strong practical significance.
