The involvement of wind power in central heating for cities and towns can notonly consume the wind power at off-peak hours of power network load, increase thelocal consumption of wind power and improve the hours of power generation in windpower plants from the demand side, but also replace fossil energy to participateheating for cities and towns and reduce the consumption of fossil energy.For the purpose of taking full advantage of exploitable wind resources, it is ofgreat significance to discuss the time difference between the large-scale outputs ofwind power plants and the electrical load of power network, conduct thoroughresearch on the consumption of wind power, and additionally, resolve the sharplyincreasing heating requirements of cities, propose the plan of wind powerconsumption as well as plan and operation of wind power plants under thecircumstance of participating in city heating.Currently, the dominant operation mode of wind power heating system in Chinais heating by operation during nighttime while by thermal storage equipment duringdaytime. However, there are different time distributions of electrical load of powernetwork as well as electrovalence policy at different regions. The purpose ofoperating wind power heating system is to consume wind power, collaborate as aflexible load of the power network and increase the wind power consumption abilityof power network through increasing the electrical load of the power network duringoff-peak hours. The single operation mode, weak regulation performance towardspower network and poor pertinence are the deficiency of the existing wind powerheating technology. Due to the different electrovalence policies in different regions ofChina, the procurement cost of wind power for heating purpose is an important factoraffecting the promotion of wind power heating technology. Improper system designof operation mode would not only increase the operating cost of enterprises and seriously impact their economic benefits, but also bring down their enthusiasm ofparticipating in wind power heating projects.For the region of Inner Mongolia, the purchasing price in Hulun Buir andHinggan League regions is similar to that in the western region of Inner Mongolia,namely the peak, valley and flat time-of-use (TOU) power pricing policy is notapplicable. However, the price of purchasing electricity from wind power projects inChifeng and Tongliao regions of eastern Inner Mongolia adopted the peak, valley andflat TOU pricing policy for great industry, namely the purchasing prices vary fromdifferent operation periods. The approach to this situation is to examine the impactsof the purchasing price of heating power on the operating cost in addition to matchingwith the characteristics of electrical load of power network during determining theoperation mode of wind power heating system.Formulate the operation scheme of electrical heating equipment of wind powerheating system at different operation periods in accordance with the division of peak,valley and flat electricity pricing periods of local great industry as well as the localdemand for heating load. Formulate24economic and technical schemes according to3modes of electricity utilization: valley period only, valley and flat periods and valley,flat and peak periods. Select the cost-optimal operation scheme of wind powerheating through comparing the separate schemes. Then conduct design and analysisof the wind power heating system in accordance with the optimal operation scheme.
