Power grid as a public utility enterprises, undertakes an important political responsibilities and economic and social responsibilities, plays a very important role in the economic and social development. Network security related to people’s livelihood, social security, employee health and life. Electricity production conditions and environments place complex, have potentially dangerous and if have any careless work, it might hurt persons, break equipment, hurt network, causing loss to the enterprises and the society. The status conversion is the most basic and main job of the operation and maintenance station, power production’s character determines the state transition process must enforce the regulations, technical standards, device description and organization measures, technical measures, in order to ensure the safety of persons and equipment.First of all, this artical comprehensive description of the present situation and significance based on state transitions in substation, substation state transition by analyzing the research suggests risk information library idea in response to the risks existing in the substation. Secondly , this paper introduces the idea of risk management, and the substation of State transition process in all kinds of dangerous. According to state transitions for the type of device for substation, to classify the danger point, and then put forward relevant preventive and control measures.By including substation state transitions for each aspect of the preventive and control measures, master the correct handling of dangerous in the pre-control and management control, so as to ensure the whole process risks are controllable in control and controllability, and take the typical substation state transitions describe process of risk identification as example, illustrate the control measures in risk pre-control and management in the process of transformation of the transformer substation. Finally, based on the substation state transition process risks and preventive and control measures developed the risk information database.The datebase uses Visual Basic6.0 as development tools using VB programming language designed to build, and combination with SQL Server2000 relational database management systems, risk information library design and construction is formed. This information base to ensure convenient and efficient extraction State risk points in the conversion process and the corresponding control measures. This article aims to prevent this state transition which occurred during the physical, network, and equipment accidents, provides an extremely good way to advance prevention, advanced control, is a systematic and disruptive innovations.
