In recent years, biomass as a clean energy has attracted increasing attention, and the applied technology of the biomass has gotten spectacular development. Biomass power generation is one of the main efficient ways of biomass usage.And it has entered a boasting period with a series of related policies and industrial development planning being proposed. But many biomsaa power generation still at a loss because the lack of adequate fuel. Therefore, it is very improtant for the biomass power industry to emplore the impact of biomass fuel supply factors from farmers supply will and behavior, then study supply model of the fuel.It is the farmers’willingness and behaviors to supply agricultural straw that affect collection and utilization of straw most. This paper uses Factor Analysis to identify the leading factors that affect the farmers’willingness and behaviors. Then the Logistic Model is used to explore the ways of these factors acting on the willingness and behaviors.The results show that many factors have significant impact on farmers willingness, such as the age, education level, the use and awareness to the straw of famers, others action and weather the villgae appeal people. However, only the use and awareness to the straw of famers, others action, weather the village committee’s appeal people and production and operation characteristics of farmers have significant impact on farmerswillingness behaviors. There are centain obstacles that convert the farmers’supplyd willingness to supplied willingness behaviors.In order to improve the supply of straw farmer willingness and behavior, this paper proposes bounded rationality model to investigate the pattern influence on farmers’willingness mechanism. Then the paper considers the behaviors of famers and related organizations based on the assumptions of perfect and bounded rationality. And proposes two complete information dynamic game models based on economic benefit maximization and utility maximization to analyze the biofuel supply mode. The results of the Nash equilibriums of the two models demonstrate that the supply amount of biomass fuels and the price offered by organizations to the famers have positive correlation relationship with feed-in tariff, while negative correlation with the cost of biomass fuels transportation, storage, and preprocess. Moreover, in the mode of bounded rationality, the coefficient of the utility function has impact to some extent on the supply amount of biomass fuels and the benefit delivered by foundation to famers. The biomass fuels supply amount and the famer’s income in the bounded-rationality mode are higher than that in the perfect rationality mode.Therefore, the biofuel collecting mode based on bounded rationality is a suitable alternative.
