Evolvement Based On Villages And Farmers’ Will Of Village Points Planning Study

Along with the advancement of urbanization, the social resources continue to tilt to the city. such as rural land hollowing out problems, rural living environment, urban and rural binary problem is serious. In this context, China began to village location planning, rational optimization of land layout, improve the villagers living environment, ease the contradiction between urban and rural areas.Through the interpretation of Jiashan county village location planning case of current and the implementation of the evaluation, this paper analyzes the reason why the planning implementation is slow. This article is thought to be caused by the following three reasons:(1) the lack of mastery of village evolution law; (2) the lack of planning and value concept; (3) the misunderstanding of village location planning.By studying abroad village in different development stage of the development of urbanization, corresponding to the level of urbanization in our country at present stage, grasp the village basic evolutionary trends over a period of time; Planning concept from technical rationality to value return at the same time, maintain the fairness between urban and rural areas in the establishment process, fully respect farmers’ will, increase the intensity of public participation. Evolvement based on villages and farmers intend to village location planning of key issues:the village population size (quantitative), the types of villages and village system (classification), development (qualitative) as well as the planning and management of the village and elastic regulation (sequence), village location planning method (locate) were discussed, village location planning optimization. To make it more scientific.The research conclusions are as follows:(1) the present stage our country urbanization rate drop, points at the same time considering the village planning and construction main body of the relocation costs borne level is insufficient, the slow process of village gathered, therefore the existing rural will not vanish quickly, village existing pattern will continue for a long period of time. (2) Village location planning concept from the original technology and reasonable reversion shift, from "top-down" the pursuit of balance urban and rural land planning way gradually become a "bottom-up" mode.(3) Not only pursuits of science, the stationing of planning aspires to planning implementation ability at the same time. Under the premise of fully consideration of the local residents living habits and conditions for economic and social development,the rural residential areas is put forward for different level planning regulation and flexible control, determine the different future development direction and the adjustment scheme.
