With the growth of electricity demand, traditional power system development mode is facing great challenge. The distributed energy in the form of microgrid access to grid is the trend of the times. And the power quality problem could become an important factor restricting the development of microgrid.According to microgrid power quality problem, this paper firstly put forward a method to develop process for making economic analysis for governing the microgrid power quality based on the cost-benefit method, which provides a unified reference framework for project practices. Then for the loss caused by poor power quality, detail analysis methods are designed. And the index system and the damage of main power quality problems are also studied and the composition of loss is quantified. For voltage sag problems in power quality, choosing EPRI sag index system as the main basis of its loss analysis, which improves the loss quantification of voltage sag problems. Then common power quality control solutions are briefly introduced and the cost benefit analysis method to quantify the governance is adopted. This paper introduces the related content of capital budget and the applicable conditions of annual value method (AW) and net present value method (NPV).The mainstream governance program features and cost composition are researched. Finally typical microgrid model is built. Taking voltage sag improvement scheme as an example, using annual value method to analyze, comparison of comprehensive economic benefits between DVR and UPS are made, which verifies the effectiveness of the plan formulation process...
