According to China’s energy structure and developing trend, the ultra super criticality thermal power units of high parameter, large capacity, will be the main power source in the coming decades.Though the units is high efficiency, energy savings,at the same time, the requirement of automatic control and operation management are also rising. In this context, the APS(automatic plant startup and shutdown system) of ultra super criticality unit as a highly automated control system can realize the whole process’ s automatic start and stop, it reduces the personnel operating intensity, and increase the security of the unit, so the design and implementation research have high value.The ultra super criticality unit APS which based on DCS control system perform the control center function during the unit start and stop state, it’s the "total scheduling of all equipments".First, the start-stop process is divided into a number of nodes according to the breakpoint, then for each node the function group sends control instructions to the device, or make a reservation operation coordination of other control system. The APS through the top to the underlying equipment control, thus formed a perfect control grid.This paper briefly introduces the APS’s development background, present situation and existing problems of the ultra super criticality unit. Illustrates the ultra super criticality unit and start-stop process, and analyzes the start-stop control system design objectives, requirements,scope and principles, etc., expounds the main design idea of APS. Discusses the implementation of the start-stop control system in detail, especially through example focus on the realization of the control scheme such as the functional group and the whole analog control circuit and etc.Finally stressed the start-stop control system debugging, including the debugging process and requirements.
