Reliability theory can be divided into traditional reliability theroy and operational reliability theory. There are two differences between them. The first one is temporal. And the second one is purpose. Traditional reliability evaluation is aimed to reflect the reliability level of several years. And operational reliability is aimed to reflect the reliability of several minutes or hours.The paper is aimed to research operational reliability level of power system considering PV plants, including operational reliability model of PV plants, operational reliability model of transmission line and operational reliability evaluation algorithm,In the aspect of solar irradiance, based on the data of Northwest China Grid Company, the paper researches the long term and short term undulatory property, and puts forward the all year changed time series model.In the aspect of operational reliability model of PV plants, on the basis of PV output data of Dun Huang, the paper confirms five influence factors of PV output power. Based on the data, the paper researches the long time and short time oscillation characteristic of PV output. And put forward the theory of regional PV plants output model and operational reliability model of PV plants.In the aspect of operational reliability evaluation algorithm, based on state segmentation algorithm and quicksort algorithm, the paper researches another algorithm, looped and radiation network stepout algorithm. Combined the three algorithms, the paper estimates the operational reliability level of system considering PV plants.
