With the development of "One Belt And One Road", the shipping career of China will enter a new era, which is both opportunities and challenges to every shipping company. The implement of "One Belt And One Road" will greatly pull the cargo demand of China’s coastal ports and surrounding ports. At the same time, as the gradual relaxation of the restrictions in the shipping market of China in recent years, the foreign shipping companies are stepping up investments in China, which would make the market more competitive. In order to survive, shipping companies had to start from their own, according to the freight demand in the region, by selecting the appropriate port, optimize the affiliation order as well as a reasonable allocation method to optimum design of container liner routes, thereby reducing operating costs, improving the quality of transport services.The characteristic of the time windows for cargo demand in different ports brings uncertainty to liner routes design. The cargo demand will change as the container ship arrive in different time, so we can’t only consider the sequence of call calling ports when we design the liner routes. The object of liner container service design is a operation system which consists of ports, ships and containers. In order to optimizing the operation system, some decision contents should be determined integratedly, such as calling ports, calling sequence, slot allocation, shipsizing, and a fleet of containers deployed and composed, from 3 programming levels of route construction, asset deployment and voyage operation.The research discuss the container liner trade’s characteristic with emphasis, introduces the concept of the time windows of ports’ cargo demands. Through analysing the characteristic of the time windows of ports’ cargo demands, we can drawing the conclusion that considering the time windows of ports’ cargo demand is satisfied to reality. Then the paper uses integer programming, the TSP way choice theory, the nonlinear programming and a series of mathmatic theory to join the time windows of ports’ cargo demand to optimize the question to carry on the modeling. Taking the single cabin single day maximum gain as the target value solution. In the model solution, this article uses the bilayer genetic algorithm to calculate the route design problem by mathmatics software, containing the choise of accommodates alongside harbor, the plans of accommodates alongside harbor, space assignment, body form and fleet scale. Finally, through the numerical experiment, applying this method can prove this research have the very good application value.
