As the basic industry of national economy, the importance of Electric power industry is self-evident, and substation as an important transit link plays an important role in the electric power industry. As the population increase and the expansion of city scale, social demand of power resource is more and more big. So in recent years, the country emerge a large number of power infrastructure projects, including the transformer substation construction project. However there are associated with substation project progress management problems, the appearance of these problems delay the substation project, affect the delivery of the project, and then affect the region’s power supply. Throughout the domestic and foreign transformer substation construction project schedule management of related theory and practice, mostly focus on schedule management methods, and the evaluation of the project schedule management research is less. Popular speaking, the mainstream of the current research focus on "with what kind of methods can achieve good schedule management", and ignored "why the current schedule management will appear all sorts of problems". Only to find the influence factors of the project schedule, coupled with a variety of schedule management method, we can solve many problems of the current transformer substation construction project schedule management radically.For the study of the transformer substation construction project schedule management evaluation, this paper aims to use the scientific method to find influence substation construction project schedule indicator, and analyze the indicators and improvement. To this end, this paper made the following work. First of all, look for related literature understand the status of research in this field at home and abroad, and collect the related theories of the construction of the substation to provide the theoretical foundation for the research of this paper and material support. Secondly, according to construction principles of index system, we use the Delphi method mining the influence substation project schedule index and establishing index system of transformer substation construction project schedule impact. Thirdly, with the combination of qualitative and quantitative method, respectively, use the analytic hierarchy process and factor analysis to analyze the impact index in the system, and ensure the weights of each indicator. Then summarize and compare the results of the analysis of the two methods to eliminate error brought by the single method, choose the index which weight more as the important influence indicators, on this basis, determine the project schedule dual index weights. Fourthly, analyze fuzzy comprehensive evaluation method, and then construct fuzzy comprehensive evaluation model. Finally, we select 220 kv ZhiFu substation reconstruction project as an empirical case, apply the model to the specific project and evaluate schedule management of this project. In addition, make the corresponding improvement strategy of the influence on the important indicators, so that we can make the research achievements of this paper to the ground.This study apply scientific analysis method to the transformer substation construction project schedule management, and establish the project schedule impact index system and fuzzy comprehensive evaluation model which apply well in the reality. This paper format the corresponding schedule optimization strategy for individual projects, and provides a good theoretical basis and technical methods for our country transformer substation construction project schedule management.
