The supply reliability requirements on city power grid power is more and more high. Although the impact on the reliability of distribution network fault is larger, the failure of high voltage power grid blackout on the economic and social consequences are more serious. So, the safety problem of high voltage power system has been paid more and more attention. Power grid planning is the leading from the power grid construction. From the planning point of view to improve the power grid security and the ability to resist risks is crucial.Based Decree No.599 and electricity accident investigation procedures of southern power grid, the paper have a research of quantitative risk assessment method for power grid planning. Reference to the ER P2/6 power supply safety standards, Setting standards for high voltage power supply security. With above, study on power grid countermeasures of risks. It is proved that based on ER P2/6 and decree 599 grid quantitative risk analysis and optimized measures in the power grid planning and design can play a great utility by applying to city A high voltage power grid.
