The structure of the interconnected area power-grid getting closing and the development of power market having being further deepen, these changes have made security conflicting with economy seriously day by day. In such conditions, some accidental interruptions may break down the condition of the safe operation of power system. Hence, in the case of normal operation, it is very important for power system security and stable operation,which using networking safe analysis researches the possibility of the contingency and the severity of the consequence to system and adopting suitable method to reduce the risk of system operation. However, the traditional methods cannot reflect the probability of power system and the risk assessment method based on the risk theory takes into account the probability and severe result of contingencies, which comprehensively evaluates the operation risk of power system and measures the operation condition of power system as a risk index, and which is one of the hot point of power system research.makes it possible to improve the performance of security analysis and. In this paper,risk theory is applied into power system static security risk assessment, and it focus on building risk model of power system and carrying out the method of measuring risk by mean of researching and explaining the risk theory and analyzing cases. The main security analysis methods are introduced and their defects are further pointed, which reflect that it is important to implement the risk assessment, and the concept of risk is introduced and risk assessment of power system based on the risk theory is deeply explained. Based on the theoretical analysis, the successful applying of my professor’s item"based on risk ZhuHai-Macau networking safety analysis and research" has proven the feasibility of this method. In this paper, the several issues of static safety analysis of power system are put forward, which mainly include overload risk of transmission lines, the bus voltages beyond limits and voltage collapse etc. For overload research, some main factors involving in overload are considered in detail, and appropriate severity function is adopted, finally the overload of transmission lines risk model is built. For he bus voltages beyond limits and voltage collapse research, some main factors about voltage problems are considered and the mechanics are explained, at some time, respective appropriate severity functions are proposed, finally using the corresponding risk calculation.
