Security Management And Evaluation For Urban Distribution Network Operation

The operation security management of the electric power enterprises not only concerns the enterprises’beneficial result, but concerns the political stability and the economic development of the country. The urban distribution network is a very important link in the electric power system, and the research on the security management of the distribution network has been more in-depth. The research on the security management and evaluation of the urban distribution network in the world mainly includes the security management theory, the problems of the security management and the improvement method. The security production process and management system for the distribution network enterprises haven’t been deeply researched, and the effective comprehensive evaluation method for the security management is lacked,In this paper, the security management work in the world was firstly compared, and the present situation, the existing problems and improvement measures of the internal distribution network were analyzed. The results show that, the western countries pay a lot of attention to the security management of the enterprises. The management system is mature and the methods are effective. But there’re still some problems in the security management model of the internal distribution network by the restriction of the traditional idea, and the security management level can be improved by many measures.The security production process was designed, and the perfect security management system was constructed by analyzing the problems of the security management system for the distribution network. The results show that, all the main business is related and the security production process of the distribution network in closed loop is obtained by the intelligent management system. The responsibility system for production security covering all the levels and the perfect security management system including five modules are established, which have been carried out in work effectively.The multi-level and systemic security management comprehensive evaluation index system for the distribution network was established. The results show that, the security management evaluation index system is divided into two levels:the first and second class evaluation index. The first class evaluation index includes five main indexes, and every first class evaluation index includes several second class evaluation index.The security management comprehensive evaluation model was structured combined with the characteristics of the distribution network, and the security management system of the distribution network before and after optimization was evaluated and analyzed synthetically with the evaluation model. The results show that, structuring security management evaluation model by selecting the fuzzy comprehensive evaluation method can combine every evaluation index with different weight to analyze synthetically. Using analytic hierarchy process to solve the weight of every evaluation index, the security management system of the distribution network before and after optimization is evaluated by AHP, then the evaluation results before and after optimization "general" and "fine" are obtained, which means that the improvement of the security production process and management system brings fine effect.
