Research On Performance Evaluation Of Airport Safety Management

As one of the main production and operation units of civil aviation,the airport undertakes a series of important missions to ensure the development of the industry,passenger travel,cargo transportation,emergency support and other important missions.At the same time,it is also an important carrier for the normal operation of aircraft,personnel,vehicles,equipment and facilities on the ground.The importance of airport security is self-evident.In recent years,along with the rapid development of civil aviation,the airport to the responsibilities in security management is more and more big,the past passive safety management mode can no longer meet the needs of the civil aviation safety management under the new era,the urgent need for research to explore a set of scientific,effective,based on large data of active safety management performance evaluation method to evaluate,monitor and control security risks,So as to enhance the security capability.Therefore,the construction of a quantifiable performance evaluation system for airport security management will help to timely understand and find the weak links in airport security management,make up for the shortcomings of security management,and improve the level of security management.In order to effectively solve the shortcomings in the promotion of current airport security performance management,this paper mainly conducts research from the following three parts:Firstly,by introducing the research status of domestic and foreign experts and scholars on airport security management system and security management performance evaluation system,the shortcomings of airport in promoting security management performance evaluation are analyzed,and the significance,thinking and direction of airport security management performance evaluation research are further clarified.Secondly,according to the civil aviation safety management requirements,combining the reality of the airport,the key to construction of safety management system(SMS)and safety guarantee ability management means such as comprehensive evaluation as the foundation,organization and management of the era of thought,with the help of airport,airport safety management system construction safety risk prevention mechanism with double safety performance evaluation,Through the reasonable setting of outcome indicators and process indicators,the airport security management performance evaluation index system is constructed from the two dimensions of operation security and comprehensive security,and the analytic hierarchy process(AHP)is used for grade evaluation and weight calculation.Built contains two level of index,index of 19 2 class of operation safety management performance evaluation index system and 4 first-level indicators,18 second index and 50 comprehensive safety management performance evaluation index system of three indicators,through the establishment conforms to the operation of the airport security management performance evaluation model,can objectively and accurately indicate the airport security management level and status,Thus,the purpose of quantitative assessment and scoring is achieved,which is conducive to the establishment of a data-driven performance evaluation system for airport security management.Finally,through the empirical analysis of the safety management performance evaluation of H airport,the operation and performance evaluation results of the constructed airport safety management performance evaluation model are further verified,so as to test the feasibility of the model.Through the evaluation results,the existing problems are analyzed,and targeted improvement suggestions are put forward,so as to provide reference for national airports to carry out safety management performance evaluation research.
