| Wind power is recognized as the best way to large-scale use of wind energy by all countries due to its abundant resources and clean power generation. Calculating the comprehensive benefits of wind power project accurately can not only provide the scientific basis for the decision-making of the investors, but also can provide references for the government to formulate relevant preferential policies. However, the wind power can not control the availability hours, while the annual power generation is totally dependent on variable wind speed for adjustment. Its comprehensive benefits of whole life cycle based on variable wind speed will be more credible.On the basis of the literature research of comprehensive benefit evaluation at home and abroad on the wind power, with the M wind power project as the research object, this paper introduces the theory of whole life cycle and makes the project economic and environmental benefits of the whole life as the key research. Firstly, make a long-term predict for the annual wind speed during the life in the wind farm by application of improved gray forecasting model. And then predict the accommodation capability of wind power combining with the local power supply and power grid planning. On this basis, calculate grid electricity in the future according the wind resources and grid electricity in the past year. Then economic benefit evaluation of the project based on variable wind speed and comparison with that based on fixed wind speed was performed.Secondly, quantify and calculate resources and environmental benefits of the key stage in the life cycle of wind power project, compared with conventional coal-fired power generation project. At last, analyze and evaluate the external social benefits of the project with the method of quantitative and qualitative analysis.The paper adopts the life cycle assessment ideology to evaluate comprehensive benefits of the wind power project, the result can be more closer to the real benefits, which can provide the reference for the investment decision of the investors and the government to formulate relevant incentive policies, so as to promote the sustainable development of wind power generation. |
