| As a detailed practice pattern in regional coordinated development, urban integration development is mainly applied in cooperated development of two cities or several cities which belong to different administrative regions or have no jurisdiction relationships. This practice pattern has certain requirements for space distance, economic level, functional division and human cultural recognition among the cities. Since Shenzhen first came up with integrated development with Hong Kong in 2005, numerous areas in our county also carried out similar practices, most of which aimed to enhance the development of major cities through coordination from upper government level to lower community level and paid less attention to those poorly-powered authorities. In the background of new urbanization, city groups, urban and rural integration, and other regional cooperation forms began to focus on balance and win-win from upper government level to lower community level. Hence, in case integrated areas want to achieve the co-existence and win-win through coordinated construction, they must comply with the development trend from upper government level to lower community level, so as to pursue the win-win characterized by mutual benefits and common prosperity.The object of this research is the poorly-powered government ——Jurong during its integrated development with Nanjing Firstly, this thesis analyzed the development background of Jurong-Nanjing integration from such two aspects as opportunities and challenges. Then, this thesis summarized the present development situation of coordinated construction of Jurong and Nanjing from five aspects including natural basis, economic basis, cultural basis, social basis and space basis. As for Nanjing and Jurong, the author believed there are consistency for coordinated development will and complementary nature for the development basis. Nanjing-Jurong integration has obtained certain cooperation achievements since it is implemented in 2009. However, the present situation is still not in an ideal condition. In recent years, the development of industrialization, urbanization and metropolitan region have been accelerated and the regional coordination has attracted more attention. With gradual deepening of Nanjing-Jurong integration development progress, various problems during the integration development are gradually exposed. When coming across certain resistance and obstacles during the planning and implementation, Nanjing-Jurong integration seems to stagnate, which brings negative influence to the healthy development of the cities and areas? Based on regional coordination and residential development, this thesis considered we should enhance the research about problems and reasons for them during the urban integration development, so as to promote the urban integration by overcoming difficulties during the adjustment period. By combing the present development situation under opportunities of Nanjing-Jurong integration, this thesis summarized problems in the implementation of Nanjing-Jurong integration and development of Jurong City. These problems mainly exist in functional positioning, economic interaction, traffic, coordination of service and public service infrastructures, ecological protection and cultural inheritance, utilization and development of lands, as well as guarantee mechanism. Based on this, this research combined relevant urban integration theories with practical analysis to come up with keys points for Jurong’s development during the adjustment period of Nanjing-Jurong integration according to special conditions of Jurong area and the background of regional coordination. These key points consist of instruction ideas, development principles and development strategies. This thesis put forward such five strategies as positioning, industry, space, public services and guarantee mechanism, so as to promote the Nanjing-Jurong integration and achieve the coordinated development of cities and areas. |
