AIS can provide accurate position and attribute information, effectively compensating for radar’s detection, which is not accurate in the course. Therefore, this paper will research airborne AIS and radar data fusion system(ARFS) to improve tracking and detecting capabilitise. This system is called ARFS for short. The main research contents are summarized as follows:1. Research the problems of AIS used on the airborne. In the research, the collision probability of airborne AIS receiver is investigated and the relationship between observation time and discovering rate is found. The research also analyzes the feasibility of improving detection probability by dividing receiving regions and it is verified in the matlab.2. With a knowledge of the principle of AIS encoding and decoding rules, and an analysis of the main AIS data packet types, this paper implements parsing of AIS packet by software. The software facilitates the use of AIS information in fusion center.3. Based on the theory of multi-sensor information fusion system, this paper analyzes the model and the basic process of data fusion. The sea-surface target tracking performance is improved by smoothing track, which is based on fitting of course information. Under the environments of different measurement noise, a simulation analysis of the advantages and disadvantages of LS and Lagrange interpolation in the aspects of the interpolation precision and time-consuming is carried out. Contrasting the main correlation algorithm performance. The paper proposed a new gray track correlation algorithm based on DS(Dempster-Shafer) theory. By using the historical redundancy data for judgment, the new algorithm increases the probability of the correct association. This paper simulates and compares the statistical double threshold, fuzzy double threshold and DS gray correlation algorithm, providing a reference for operators to choose suitable algorithm.4. Based on the functional requirement of the system, this paper overall designs the structure of the ARFS and achieves the fusion system in the windows platform by QT development tool, focusing on track management, correlation algorithm and process. The system is tested by simulating the source AIS and Radar information. The simulation results prove that this fusion system has higher correct association rate and improve the precision of the target track. This project is supported by the twelfth five-year plan equipment pre-research.
