Intelligent transportation as an emerging area of research in solving congestion, improve traffic safety, reduce accidents, and so has an important value. Geographic information systems are road traffic management system is an important part of road traffic management system by the GIS map display control system, map display positioning systems, geographic information system maps GIS communication network consisting of intelligent transportation as the main research content, the more country researchers to get more attention. GIS-vehicle communication is an important part of traffic simulation. However,In the actual transportation networks, not all vehicles have a communication function, in order to make more realistic GIS-vehicle communication network traffic in line with the real situation, the paper from the traffic flow simulation to network emulation layers, and use the emulator iTetris, the traffic simulator GIS technology and communications NS3 simulator to study the combination of state highway traffic congestion vehicle without special mesh network information storage capabilities. This article uses C # programming, combined with database technology and Mapinfo, Mapx other software, designed a simple link travel time prediction presentation systems. To operate the platform for the control of the core, based on GPS positioning and GIS digital map-matching technology to achieve the transport vehicle’s current location information, real-time acquisition, processing and display. Raw data for GIS data exist abnormal situation, the paper design GIS data preprocessing programs to effectively deal with the wrong data, GIS data increases the reliability and accuracy. Based on the analysis and comparison of traditional traffic data collection methods, based on the proposed use of GIS data for floating car travel time predictions. In the travel time prediction method of choice, taking into account the timeliness and accuracy of prediction is designed based on Kalman filtering Travel time prediction model, and the model theory, prediction step were analyzed.This thesis uses a simple map-matching algorithm to eliminate systematic errors, obtained through a certain time period selected sections of the floating car travel time of the actual values. In transport vehicles in transit transport, transport vehicle position information to achieve in-vehicle terminal for storage and real-time display, implementation path navigation, enabling vehicular traffic management purposes. Road traffic management to solve congestion and better low-light conditions monitoring problems, to further enhance the level of detection performance and intelligent, effective integration of a variety of detection functions to avoid duplication, and flexible configuration testing equipment to meet different monitoring requirements.
