Passenger transport refers to the purposeful spatial displacement passenger transport activities, whose main means are cars, trains and planes. And bus passenger transport is the way to open a regular passenger line between cities and towns. With the rapid economic development and population growth, the passenger transport problems, such as a ticket is hard to find, stranded at the station, are more and more highlighted and become a issue of common concern. Both urban passenger demand and road conditions will affect the public transport planning, so the optimization of passenger transportation planning is to make full use of existing modes of transportation, reduce the waste of transport resource. Because of the environmental pollution and automobile fuel is non-renewable resources, the optimiza-tion of passenger service in a way that is conducive to environmental protection and energy utilized. To the optimization of passenger service planning, Goldfard etc consider the different effects on different routes passenger eflSciency, develop train schedule. Ceder studied the compilation of the timetable approach in the case of balanced grid. Lam W H K etc regard the ride waiting time and vehicle costs as factors, get the grid frequency schedule. Xiang Li etc regard total travel time and passenger trains operating costs as two targets and optimize the passenger transport process. Then, it is necessary to consider the cost, which include road maintenance.insurance, conventional repair costs, the driver wages, fuel costs, the cost of carbon emissions and so on. So, the formula for profit is By seeking the maximum of profit, it maximizes the interests of company. Passenger satis-faction depends on the traveling time, that is By seeking the minimum of traveling time, it maximizes the passenger satisfaction. Then, establish the following model And use the efficacy coefficient method to solve the model.Finally, application of the model. The study object is the section from Changchun to Changling. There are 9 stations in the whole road sections. Dispatching time is 08:00-15:00. According to the running time among stations, tickets prices and all parameters value, using one intelligent optimization algorithm to solve passenger transport service planning problems. By taking into account the interests of company and passengers’demand, getting the maximum profit for company and making the optimal passenger bus schedule.
