With the sustained and rapid development of China’s economy and the increasing of individual car ownership, the enhancing of the transportation supply capacity can’t meet the traffic demand growth, solve the contradiction of traffic supply and demand has become an urgent task of the relevant administrative departments. This thesis presents a regulation system for expressway traffic demand based on dynamic rates, aimed to achieve a single passive evacuation of expressway traffic flow management approach changing for the bi-directional control of both origins and processes, in order to alleviate the imbalance between supply and demand of expressway traffic from the demand side.Firstly, thesis analyzes the economics of supply and demand theory and consumer behavior, the expressway travel behavior and the objective factors of traffic demand, put forward to obtain basic traffic demand data via networked charging data method, to establish sub periods expressway sub models traffic demand model. Secondly, based on the research of the China’s current expressway toll policy, the rates standard and the existing traffic demand model, analysis the research status, the implementation and the nature of dynamic rates, to establish expressway traffic demand model based on dynamic rates. And then analyze the actual distribution of expressway traffic flow and traffic flow parameters traffic, average speed, traffic density and the relationship among them, to establish macroscopic dynamic traffic flow model based on the famous Papageorgiou M Payne improved traffic flow model. Thesis combines Shaanxi XiYu expressway’s traffic data and the rates standard to calibrate parameters of these models.Thesis ultimate uses feedback control principle of control theory to design a regulation system of expressway traffic demand based on dynamic rates. The regulation system’s input is the original traffic demand model. The controller is the toll rates regulator. The control objects are traffic demand model based on dynamic rates and macroscopic dynamic traffic flow model. The feedback control amount is the assessment result of traffic flow state of regional expressway net. Thesis selects road capacity and service levels, road safety, the average delay time and the economic evaluation as evaluation indexes of the regulation system, using Trans Modeler 3.0, a simulation software developed by the US company Caliper, to do the simulation verification of the regulation system.The results of the study show that, when the toll rate adjusting amplitude is 0.25, the comprehensive evaluation is the best and the comprehensive improved level is 11.54%. At this time, the improve level of each evaluation index are 13.03%, 6.85%, 11.57%, 13.61%. This toll rate adjusting amplitude can be used as a reference value for implementation of the dynamic rates amplitude adjustment. The design of traffic demand regulation system based on dynamic rates can ease the problem of imbalance of traffic supply and demand of expressway. However, because the actual expressway is a complex large system with more disturbances, and traffic demand control system designed in this thesis is still at the simulation stage, so the system needs to be proved through the actual expressway net, and the related model needs to be optimized.
