Currently, there are 590,000 highway bridges in China. the number of small-span and medium-span bridges is over 90% of the total number of bridge. But in the recent year, with the natural disasters are frequently occurred in China, a large number of small-span and medium-span bridge need to repair or reconstruct. Under the damage of earthquakes, floods, landslides and other natural disasters, a majority of bridges were destroyed. Fortunately, only the upper structure of some bridge is damaged, and the substructure still has utilization value. If these bridges were restored to their original state, amount of time, manpower and substance is necessary, meanwhile, long-time transportation interruption is unavoidable. Therefore, there is an urgent need to a fast technique of construction to meet the needs of rapid repair bridges. For this demand, the paper through the use of a novel structure-steel-precast concrete bridge decks composite beams- can be realized ahead of prefabricated, quick assembly site, to bridge the purpose of the quick fix.In this paper, the existing problems of reconstruction methods are pointed out through the investigation of small-span and medium-span girder bridge present status, and the analysis of superstructure reconstruction methods for small-span and medium-span girder bridges. Moreover, this paper proposes the technical characteristics and adaption of the repair method that steel-precast concrete simple supported beam is used to replace the original superstructure. And in the situation of the simple supported hollow slab beam and reinforced concrete simple supported T-beam are replaced by steel-precast concrete deck simple supported combination beam, the reference values for each component is given.Finally, the steel-precast concrete composite beam is applied to the reconstruction of a 20 meters hollow slab bridge in the east of Shanxi, and then the design of structure, analysis of structure and program of construction for steel-precast concrete simple supported beam were drafted. This typical example is used to proof the feasibility of the steel-precast concrete deck used for the superstructure reconstruction techniques of small-span and medium-span girder bridges.
