The safety accidents have caused widely attention in recent years, especially the problems that be found in the logistics of hazardous chemicals, such as the hazardous chemicals leakage and the goods theft. The accidents happened in hazardous chemicals logistics, not only direct bring the economic losses for business, but also threaten to driver’s health and life, even to the ecological environment. Therefore, people put forward a higher requirement on the reliability and security of logistics and transportation services. The relevant government departments and industry authorities have issued a series of regulatory provisions, and required to protect the security of hazardous chemicals logistics through technology. In view of this, the tracking and monitoring of hazardous chemicals logistics vehicle has become an urgent problem of equipment condition monitoring and fault diagnosis technology.Based on the in-depth study of existing monitoring control technologies and communication theories, and combined with the logistics vehicles’ specific application environment in field of hazardous chemicals logistics regulation, this paper explores the new theories and methods that used in remote monitoring of non-solid hazardous chemicals logistics vehicles. Furthermore, the paper presents a multifunction remote network monitoring program of hazardous chemicals logistics vehicles. The vehicle tracking and valve control are integrated together creatively. This paper proposes a network monitoring and control platform which is composed of one control center and a number of vehicle-mounted terminals. The effectiveness of our work can realize the real-time scheduling, tracking and tank valve control of hazardous chemicals logistics vehicles with large tank. The research in this paper is expected to change the status of non-solid hazardous chemicals logistics vehicles monitoring, and improve the real-time, accuracy and reliability of the vehicle monitoring. This research provides a scientific guidance for condition monitoring, fault diagnosis and engineering design in field of hazardous chemicals logistics vehicles regulation. This is an important theoretical and practical significance to improve the theoretical level and application level in vehicle operating status monitoring. The main work of this paper is organized as follows: This paper analyzed the research status of vehicle tracking system, and studied the main problems and technical solutions of current vehicle tracking system and valve control. Then it had a functional requirements analysis for the tracking and monitoring system of hazardous chemicals logistics vehicles with large tank. In view of this, we completed the overall design of vehicle-mounted tank vale monitoring system based on Bei Dou Navigation Satellite Tracking. The paper shown the working principles and design ideals for each functional unit. It completed the hardware design and software design of vehicle-mounted valve terminal, and builted the communications network that uplink and downlink are isolated, and then designed the communication protocols of this monitoring system. This paper designed a satellite positioning receiver framework with double antenna, and presented a tracking filtering algorithm based on positioning receiver with double antenna. In the end, this paper presented a network platform which is composed of one control center and a number of vehicle-mounted valve terminals. Then we had evaluated the performance of the monitoring platform. Experimental results show that: This monitoring system had a high precision in vehicle’s tracking and positioning. Furthermore, the system can monitor the vehicle-mounted tank vale, and effectively control the valve. This system achieved the desired purpose. Finally, this paper summarized the work in this research, and prospected the future work.
