Community is the basic spatial unit and city construction of the city. It is the basis that low carbon development goals, planning and management are implemented. Low-carbon community development should be researched based on its environmental background. Mountainous city community in southern China has the following characteristics: 1.the differences with the northern China is main living energy and carbon emissions from the electric power; 2.Differences of energy consumption from construction difficulty and safety geological measures; 3. Sensitive mountainous area has a low ecosystem resilience. The damaged ecological system will lead to higher carbon emissions of maintenance and repair.; 4. The influence of special mountainous microclimate lead to differences of energy and carbon emissions; 5. Steep mountainous community has a higher Space isolation in the certain distance. Walking distance is shorter than the driving distance which made a higher demand on walking system; 6 Cultural diversity and local characteristics of mountainous community affect peoples’ life style.At present it is few that the research on planning and design of technology of mountainous low carbon community. Low-carbon community evaluation standard, index system, planning and design technical guidance and carbon reduction technology of low carbon building is lacking. The research method of this article is : 1:Comb related theory for unscrambling the concepts of mountainous conmmunity planning and low-carbon community planning. 2:Analyzing typical cases for summing up the experience of low-carbon planning of the mountainous community. 3:Explore the relationgship between mountainous conmmunity carbon emissions’ and planning elements by analyze the survey data; 4:Comb planning elements to find the key elements and indexes which influence the carbon emissions. 5: Finally put forward spatial development strategy oriented the elements and index.This article research conclusion includes:①The low carbon planning elements of mountainous community in southern China including: eight technical elements such as site selection, land use, space form, architectural design, traffic organization, public service facilities, energy facilities, environmental factors, as well as four social elements such as the skill elements, organization, policy factor, cultural factor. Planning evaluation index(a total of 46 indicators) system was built by attention to reduce carbon emissions as the main target.②The low carbon space strategy of southern mountainous community planning oriented from carbon emissions and based on planning elements. An energy-saving oriented land use and space strategy, green travel oriented facilities and transportation strategy, recycling oriented resources and energy strategy, environment optimization and carbon sink oriented green space strategy were put forward.③The techlogical, policy and social way which the low carbon conmmunity can adapt to diverse environment background were explored based on the techlogical, policy and social obstacles in today’s low carbon community. A government-led low carbon conmmunity developing by public and community groups was tried to model in the end of this article.
