Recently, the ideology in the field of disaster prevention and mitigation is going through a new transformation, resilience may become the new guideline. Take seismic design for example, not only does the owners require building to secure the safety of human life when the earthquake strike, but also they wish to possess more detailed information about performance level、building cost、maintening cost、earthquake loss etc. Besides, people gradually realize that safety and correlative economic consideration is just one side of the coin, it’s more important to ensure buildings remain functionally avaible for the purpose of post-disaster reconstruction. People-oriented ideology require living standard decline as little as possible, and even unexpected functional loss occurs to buildings and infrastructure, society should have corresponding resources and mechanism to recover from it.Seismic resilience can be defined as the ability to resist hazards, carry out recovery activities in ways that minimize disruption caused by earthquake. Of course, this process is not cost-ingnoring, On the contrary, the framework of resilience require a comprehensive assessment of the economic costs, not only to estimate the direct economic losses caused by the earthquake, but also estimate casualties loss and the indirect economic loss which consist of short-term loss in the phase of disaster-relief and long-term loss due to reconstruction.As a newly founded framework, after being understood and accepted, the first challenge that resilience faced with is the quantification of seismic resilience, this paper relates structural damage、initial economic loss and functional declination of hazardaffected body with economic loss、recovery path in the phase of reconstruction through construction of functionality function, moreover, considering different people may care about different variable, this paper proposes two quantitative measures as decision variable, the former one measuring the ability of resilience while the latter one measuring the economic benefits of resilience. On the basis of quantitative measures, this paper suggest a unified evaluation system and decision-making mechanism that incorporate different programs and technical means.As key nodes of transportation network, seismic resilient bridges play an important role in post-diaster recovery. Therefore, this paper chooses a specific bridge as an example to apply the theory of resilience, seimic hazard analysis、seimic fragility analysis and seimic loss estimation are carried out at first, then, by combining theory of resilience, this paper conducts seimic resilience analysis. This paper hopes to build a foundation for further research to achieve a resilient infrastructure、community、city and even a resilient nation.
