Along with the expansion of China’s urban development, originally so-called suburbs have become densely populated areas for commercial, residential and other purposes, leading to the raising attention on the old industrial plants. Whether from an economic point of view or historically, transformation should be the first choice to deal with them. Inspired byabroad ideas, Chinahas accumulatedconsiderable amount of transformation cases over the recent years. However, people tend to pay more attention to the transformation of old industrial plants, rather than the management and structure reliability before modification, which is precisely the cause of many accidents at present in China.This paper is based on abundant field investigation and investigation data collection and analysis.The introduction of support vector machine(SVM) method first graded structural reliability of the industrial plants.Then MATLAB software was applied to help training and testing the samples.Easy accessibility and representativeness are selected as evaluation factors during the classification of investigation data, while minimizing the selection of data that require specialization, professional equipment or the conducting of complex experiment. This isaiming at finding a simple and easy way to make it easier for managers of enterprises to master the reliability of the plants and be "truly aware" in the true sense. It can alsoraise both plant managers’ and production staffs’ attention on plant reliability.At last, this paper respectively givesmanagement and decision-making suggestions to every grade of plants, as well as the solutionsto general problems andprevailing situations in the investigation, aiming at preparing for future modification or alteration while improving the reliability of the plant structure at the same time.This paper also provides suitable future direction of the transformation of different grades of the plant based on actual situations during investigation and through sorting and analysis of data.This paper innovatively presents the evaluation theory of plant structure reliability thatbased on support vector machine(SVM). At the same time, by utilizing simple data as evaluation factors, it is strongly operable in practice. With a large number of samples, we can accurately determine plant reliability, while reducing plant accident probability of occurrence.Then making the theory return to practice,the managerial suggestions, which are given after the evaluation of the evaluation results of different situations, are applied to prevailing management defects of our country at this stage.This new theoretical system has good prospects for development with a strong self-learning ability and self-improving capacity. Meanwhile, this theory can be developed to apply to evaluate and manage other old industrial buildings, such as multi-story factory building. According to this theory, we can establish related information base of industrial plants throughout the country and provide reliable technical support for reliability evaluation and managerial decisions of China’s industrial plant in the future.
