The development and utilization of coal resources made a certain impact to the mining area. So a series of strategic deployment were put forward such as " development of a resource-conserving and environmentally friendly society was accelerated ", " Building ecological civilization and construction harmony society" in the 17 th CPC National Congress. And construction of ecological civilization was proposed in the 18 th CPC National Congress. The request of Ordinance on land reclamation was posed in The in the twelfth five year plan and relevant document about Party Central Committee and the State Council. As a typical geologic disaster the mining subsidence is the manage object and research subjects.Huinong coal mining subsidence area of Shizuishan is the surface failure area formed by mining of No. 1 coal Production Plant and No. 2 coal Production Plant.The subsidence area has seven large-scale subsidence pit, the total area of 9.1km2. The maximum subsidence depth is 24.39 m, generally deep 8 ~ 10 m. The patterns of land and surface vegetation of subsidence area have been destroyed. The Phenomenon seriously affect the surrounding environment such as the deep irregular rock cracking, free stone is everywhere,mountains of rubbish, autoignition of gangue hill seriously, coal mine waste water crossflow and some places as the dumping ground. living environment of subsidence area and the surrounding with about nearly 40000 people is very poor which caused great inconvenience to the city traffic and the life of residents. The landscape ecology, restoration ecology, geology environmental governance, and other related disciplines theory are used to design and plan geological environment treatment scheme by investigation and study on geography, geology, mining, humanities, history, economics, and subsidence area present situation in Huinong district, statistics and determine the land reclamation area which is damaged in Huinong coal mining subsidence area, and according to the failure time of each section, destruction of property, damage degree and the topsoil layer development. And the relevant technological standards and technical parameters are put forward. The gradually accomplished comprehensive management in Huinong subsidence area which is overall designed, implemented step by step, make a useful contribution to regional environment and society.Huinong coal mining subsidence which is typical and representative in the geological disasters of coal mining subsidence belongs to the city near margin subsidence area.A multidisciplinary integrated management platform is established by design and practical experience of Huinong district coal mining subsidence and horizontal comparative research in The same type projects. It is going to build governance model of closely related mining subsidence in area north area of china. And a basis and examples for the governance in other mining subsidence are Provided.
