It is necessary to manage the ecology and environment of coal miningsubsidence region in a scientific way, as well as to organize the regional spatialstructure rationally. Optimizing land use, repairing damage farmland in mining regionand strengthening region farmland infrastructure is very important. Measures listabove will take enormous ecological and social benefit to the mining region, as wellas providing a guarantee of the sustainable development to the region. When making alandscape ecology plan to the coal mining subsidence region, it means using theintegrated ways of landscape, ecology, land use, etc. It is significance to achieve thetarget of use land in a scientific way, organize regional spatial structure rationally,increase farmland infrastructure and make an efficiency use of it, prettify landscapeand protect eco-environment.Based on the investigation and analysis of status and characteristics of coalmining subsidence region in Pan’an of XuZhou city, this paper uses analytic hierarchyprocess (AHP) method and multi-factor analysis method to make suitabilityassessment of land use orientation in the subsidence region. Based on the above work,we use landscape functions method which depends on industry structure analysis toobtain the five main landscape functions of the study area, and this paper also makesdesign of the internal structure of the study area. Additionally, base on the point ofview of biodiversity conservation, this paper builds ecological network planning.Finally, according to the "Spot-Corridor-base" theory from the subject of landscapeecology, this paper divides the landscape element of the study area into "spots", whichinvolve farmland, ponds, lake and into "corridors", which involves road, channel,protect forest, then makes eco-design of the landscape elements mentioned aboveseparately.The results show that:(1) The lands of subsidence region in Pan’an have differentland suitability, which can be re-used to farmland, forest land (or orchard land),fisheries land (shallow water fish) and construction land, the main re-use orientationmay be farmland and shallow water fish land;(2) The main landscape functions ofsubsidence region in Pan’an are production function and cultural function. Thelandscape functional area can be divided into farmland area, economic fruit forestarea, shallow-water aquaculture area, eco-lake tourist area and construction area;(3)The main habitat resource of the study area is wetland, especially ponds. The main animal needs to be protected is tiger flog so that we should make spot shapeintermittent corridor network using stepping stone between ponds and other wetland;(4) The main technology of landscape elements design in plain high phreatic waterlevel area is strengthening landscape elements drainage capability, elevating theendurance of sedimentation capability, creating space for animals’ survival, action andmigration, and increasing landscape planting rate capability.In summary, contrast to common land consolidation and land reclamation, thedesign of landscape eco-planning has its own unique advantages which the commonland consolidation and land reclamation methods do not have, it can not only optimizethe spatial layout and make nice landscape in the macro level, but also realize theeco-environment protection in the subsidence region from micro level.
