Began construction of riverside area since the 1990 s. Now, after 20 years of development, a 15 – kilometer long sighting belt covering 60 acres is completed, which is a very important place for relaxation, exercise, entertainment, and social activities. Due to the constraint of economy, technology, and ideology, He Chuan is faced with some problems, such as inadequate consideration of ecology, insufficient funds and equipment, and vague characteristics.In this paper, from the perspective of urban planning management, using the method of literature investigation on the development of waterfront landscape of Hechuan, by the methods of on-the-spot investigation found on status problems of waterfront landscape and planning management, combined with excellent examples at home and abroad, summarizes the waterfront landscape planning and management experience, put forward in the waterfront landscape planning management to "strengthen consciousness, strengthen the planning research, to the whole process of management, to set up appropriate planning management system" and other planning management measures and methods, to strengthen the "authority" and "scientific" of planning management, play the "leading" role of planning management in urban waterfront landscape construction.This paper consists of 6 parts.Part one:It describes the origin of research, defines the concept, makes clear the status quo of research from both home and abroad, and in this papers it also puts forward the purpose, contents, range, approaches and frame.Part two: It analyzes the significance of water to the development of He Chuan, the developmental procedures of waterfronts, and the status quo.Part three: based on the five aspects of awareness, compilation of planning, management of planning, system and the management of staff, this paper elaborates on the problems and causes of the planning and management of waterfrontsPart four: it does research on other countries’ advanced management of planning of waterfronts, and it proposes some suggestions and requirements for the management of planning of the waterfronts.Part five:To solve the current problems of waterfront, this papers capitalizes on overseas’ advanced management and it lists the measures and approaches on the following aspects: the strengthening of awareness of planning, the improvement of compilation of planning, the enhancement of execution of planning, the clear system of management of planning, the perfection of laws, and the improvement of professional skills.Part six : it is the summary and it brings us the prospects of further researches.
