Nowadays, Metro Corporation uses ATC(Automatic Train Control) system for organization of train operation. The ATC system achieve the automatic train supervision, protection and operation. When the ATC fails, Metro staff use Telephone Block Method to keep on operating, the tools for information interchange are telephone and tlearance card. But in this case, the only way to get train position is naked-eye observation. Therefore it’s difficult to obtain real-time information, which leads to the unsafe and inefficient organization. This paper proposes a train supervision and control system base on Telephone Block method, sensing devices and computer network.The system is client-server. The client is installed on all subway station computer. The server is installed on OCC computer. The client obtains the train position information from the sensing device and controls train’s left trough departure indicator. The function of server is to supervise all trains’ position, manage train number, record data and network communication. The user interface is created in a very efficient way by using Microsoft’s powerful WPF framework. Some work on application layer have been done to reinforce communication stability and fault detective ability.The reliability of the system is determined by two factors. One factor is stability of network communication, the other is the accuracy of sensing device. Several measures were taken to improve communication robustness, such as reducing the communication traffic, sending replies and Heartbeat packet. Sensor signal is the most important input data for the system. Therefore, some fault detect measures were taken. One measure enables sensing device to report fault proactively, the other enables the system to detect fault according to timetable and sensor activation time.When the ATC is working, the system can also supervise all trains’ position. When the ATC fails, the system can confirm every train’s position immediately and implement Telephone Block Method in a more secure and efficient way.
