As the increasingly rapid process of urbanization, it brings about a lot of problems. Urban flooding needs particular concern. In recent years, the main domestic cities often suffer from heavy storm, which caused some damage of life and properties. Finding out the reason for urban flooding and proposing solutions have become urgent priorityBased on the plan of Baoji’s drainage(rain), collecting relevant information and report at home and abroad, the author summed up the formation of a common cause of urban flooding, which includes that changes in rainfall patterns caused by global warming, impervious area increases caused by urbanization expansion, inadequate drainage facilities and non-structural measures. On this basic, we propose three solutions including: 1) application of LID,2) reconstruction of drainage network,3) non-structural measures.This paper put forward construction scheme on three points and the above two points were analyzed:(1) Baoji requirements such as watershed characteristics and economy analysis, low impact development technology used by Baoji includes: the recessed grassy space, ecological construction, tree pool planting grass ditches, green roof parking lot. The construction of quantities were obtained through analyzing. Green roofs, for example, were validated through quantitative manner, it is concluded that precipitation has been obvious retented effectly used by low impact development technology, and it can reduce the runoff coefficient effectively and control it below 0.5 combined with other multiple technologies.(2) Investigat Baoji network coverage,using the pipe network survey platform,then drainage district and developing appropriate rehabilitation programs for districts.Finally comparised before and after the effect of the transformation through DigitalWater Simulation software system. The simulation results show that the transformation effect is obvious.(3) Non-engineering content was proposed in this article, which including sound management mechanism, information technology,emergencymanagement and recom mendations for public propaganda and establish of appropriate regulations.Paper has certain significant guidelines for waterlogging drains plans.
