As main tributaries of Songhua River, the Second Songhua River flows across Liaoning and Jilin provinces. With the rapid development of economy and society, water demand is increasing, so does the water resources development and utilization degree. To get them utilized and developed scientifically and reasonably, balance of water rights should be made between regions, upstream and downstream and industries. The water allocation scheme of the Second Songhua River basin needs to be made reasonably.With reference to the relevant literature, based on the actual situation of the second Songhua River, the paper analyzed the development and utilization of water resources in the last decade, checked the forecast outcome of the water resources and representation of the "the Comprehensive Planning of Songhua and Liaohe River Basin Water Resources ". According to the analysis and comparison of programs of total water resources allocation in provincial-level administrative units and the total water control targets achievement, this paper determined the allocation of the surface water of the second Songhua River, and further determined the use of the surface water outside the provincial administration as well as the surface water wastage share. This paper also made clear about discharged water in the basin of the main control section and the achievement of the discharged amount of river estuary flowing into the control section of the main branch. Distribution of water is an important means of establishing waterrightssystem,alsoisaneedtotheimplementofthemoststringentwatermanagementsystem.thepurposeofthispaperistogetthefeasibilityofstrengtheningriverwatermanagementthroughwaterallocation,regulatewaterbasinsorder.itmayhelptoallocatewaterresourcesinriverbasinrationally,protectlife,productionandecologicalsafety,andtoprovidetechnicalmeanstoachievetheharmoniousdevelopmentofriverbasin’seconomicandsocialsciences.
