Abstract/Summary:
In recent years, with the continuous development of construction industry, the scale of construction engineering project is continuous increasing, the structure function becomes increasingly complex, and the construction cycle becomes continuously extended. All of these phenomena make the various risk factors exist in the process of construction projects implemented increase rapidly. The risks throughout the whole life cycle of the project, if not been prevented, it may causes serious consequences, and bring the unexpected losses to project participants. As an important part of the risk management, risk allocation is the guarantee of achieving the risk management goal. How to reduce the disputes between the two parties and improve the efficiency of risk management by the reasonable risk allocation between the two parties has become the key problem of the smooth realization of the project goal. For this reason, the paper research on the related problems of the risk allocation in the construction engineering project, to provide some corresponding basis and rationalization proposals of the reasonable risk allocation between the two participants.First of all, starting with the related basic theory of the risk allocation, the related concepts and theories used in the research are explained and defined through analyzing the related literatures. This can clear the research purpose, research object, and research scope, which lay the theoretic foundation for an in-depth insight into related contents of risk allocation and the subsequent research in the paper.Secondly, based on the basis of risk allocation, the risk allocation principles of the construction engineering project and the flow chart of the implementation of the principles are proposed, to have a comprehensive consideration on the principles of project risk allocation, through summarizing the related research results. Based on the flow chart, the paper builds a construction engineering project risk allocation framework, to provide the basis and process of the risk allocation, by combining with the influence of the different contract types on risk allocation.Thirdly, based on the risk allocation framework, the specific risk allocation methods of primary and overall risk allocation stage are proposed. In the primary risk allocation stage, considering the risk effective control principle, the principle of imputation, and the principle of responsibility for direct loss, the paper distribute the risks which has a clear responsibility main body or has an obvious tendency of the risk allocation, to the corresponding participant, based on tendency of the stipulations about risk allocation in the standard contract conditions. For the risks took by the two participants, based on the equality principle of the benefits and risks, and considering the risk attitude of the two participants, the paper build the mathematical model of allocation proportion of the risks took by the two participants, taking the utility maximization as the goal and control cost as constraint.Finally, taking an actual case as the research object, the paper allocates the risks exist in the actual project to the two participants, based on the process and methods in risk allocation framework. The paper then validates the matching properties between the model and the risk allocation principles, as well as the operability and practicability of the model, through the analysis of the result of the risk allocation. At last, the corresponding rationalization proposals to obtain a reasonable risk allocation result in practice are given for the two participants, combined with the risk allocation result in the actual project.
