With the development of economy and society, power as a clean, efficient energy has been widely used.At the same time, energy metering and tariff recovery become a power company to solve a major problem. By the traditional power meter function in a long time, after the first power unit are accustomed to the way the electricity charge. Some power units and individuals intentionally electricity arrears, causing economic damage to the power companies, thereby prepayment meter was developed and produced.Traditional prepaid meter has coin-operated, cassette, network-based type.But eachtype meter corresponds drawbacks: security and interoperability, compatibility, maintainability is not strong. Foreign-based STS(Standard Transfer Specification) code prepaid meter can be integrated advantages and disadvantages of the traditional pre-paid electricity meters, it has become the mainstream of development pre-paid meter, which is divided into one and split, the world has 84 countries use and promotion of this type of meter, the international market has great potential, the country also has a wide promotion space.In this paper, based on STS standards, and with reference to domestic and foreign markets tenders, research and implementation of a code-based STS prepaid smart one-meter. STS standards, developed by the establishment of the South Africa 1997 STS Association, and recommend it to the association in 2005 by the international standard IEC-62055 series. In this paper, the code prepaid meter technical standards and specifications focus on analysis, most of the market demand at home and abroad, pre-paid code table needs analysis and overall design. Code prepaid meter you need to complete a basic pre-paid meter function, through Virtual Media 20 digit code as purchase information transmission and control, using the key encryption algorithm technology, to ensure the safety and sale of electricity meter systems. Meter Design STS strict compliance with the agreement to solve the power system and various compatibility issues meter manufacturers and operability problems. Thus, the text streamlined hardware design: Texas Instruments microcontroller MSP430AFE253 and MSP430FR6972 combination, together with embedded C software design is completed a code-based STS prepaid smart meters, meter final is due to the large quantities of products for civilian use, related to financial and accounting issues, in hardware and software is also designed to fully consider the reliability of the design. This type meter basically designed by the sale of electricity phenotypic testing, functional testing and reliability testing to achieve paper design goals.
