The electric industry has been developed at very fast speed, it brings forward higher requires to the electricity management. It hopes that the user can prepay electricity before using it, time-sharing electrovalency, copying the datas from watt-hour meters and charging can be carried out automatically.In these cases the full electronic watt-hour meter of prepayment of RFID card emerges, it can be meet the demands of the management above. The thesis has mostly the following content:(1) The development process and trend of Intelligent Instrument are discussed. It is also discussed that micro-electronic technology, computer technology, network technology and embedded computer technology are advancing the development of prepaid energy meter.(2) Based on consulting a lot of literature and investigating, the paper discussed the principle of the full electronic watt-hour meter of prepayment of RFID card, the standard and the technology of RFID card. It also discussed the design of the watt-hour meter, the type of the energy measurement chips and the technique problems of the control program.(3) The hardware designing method for Intelligent Instrument is analyzed according to the aspect of the input channel, the output channel, the human-machine interactive channel and the communication interface of Intelligent Instrument.The typical software structure and programming method are also discussed. The hardware and software anti-interference method were introduced as well as the hardware and software fault diagnose method,In this item, By Protel 99 I finished the PCB layout.(4) This item applies the RFID technology to the prepaid energy meter which has higher measuring accuracy, On this base I finished RFID Read-Write part, By VC++, I finished PC program, Further more, by connecting the Electronic Energy Meter to the RFID technology, I devised the prepaid energy. The total item was carried out by myself.I am sure that the paper will have great influence on increasing the efficiency.
