As the development of electrical power system, the power grid which has the large capacity and ultra-high voltage are being built. Because of the growing dependence of the electric energy, power loss is much bigger than ever, the whole industry and society require more reliable power supply. At the same time, the power system repair work also experienced three stages of development. From emergency repair to Time Based Maintenance and from Time Based Maintenance to Condition Based Maintenance, the power department pays more and more attention to improve the power supply reliability. Fault prediction becomes more in advance and repair work become more flexible. So based on the information of condition based maintenance, it is possible to evaluate the health status of the transformer. As the core components of power grid, the transformer plays an important role in process of the power transmission. So it is important and necessary to evaluate the health status of the transformer. Based on the statistical data from state grid, ageing of insulation is the most important factor which influent the transformer. There are many methods to evaluate the transformer now, for example, feature index method, grey clustering decision, fuzzy theory and so on. The article introduces the basic concept and operation process of fuzzy theory. It evaluates the health status of the transformer with bilaminar fuzzy comprehensive evaluation model. It makes more reasonable and balanced. When database of the Condition Based Maintenance, become more and more large, it can get the weight with the principal component analysis, which makes the data more reliable.
