Since the reform and opening up, the economic and urbanization of China grow rapidly. There are overmuch humans, industry and the number of the motor vehicle is still rising. In order to achieve the city’s own development and transfer the industry and population, than the new urban space turn up. The new urban space which relief the population and industries’pressure derive from the old cities, it expand the space of the city, optimize the structure of the city and improve the comprehensive competitiveness of the city. In development of the new cities, traffic problems become the restriction factor for the cities’normal operation, as a result, developing the public transportation and public transportation priority should be the main task. In the process of new towns’planning, it is important that the public transport system should be planned scientifically and reasonably so as the bus station, public transport facilities and public traffic demand forecast. Public transportation network designing plays a decisive role in the public transport planning, therefore, a reasonable theory-oriented is the precondition of the urban public transport priority and it is the foundation of the public transport operations’service level.Firstly, the planning of new areas and public transport systems at home and abroad are summarized in this article. Study the research at home and abroad which study the new cities’public transportation plannings, then summarize the relationship between new districts’plannings and constructions. Secondly, in the new areas, analyze the urban public traffic systems of public transport networks, public transport stations and traffic demand. Then, new cities’public transportation development strategies and development modes have been put forward. Thirdly, analyze the qualitative analysis and quantitative analysis of the feasibility of the new cities’public transportation system plannings and the expected results. Finally, based on the analysis of wufeng mountain-zhangxia area public transport system planning, discuss the train of thought of the new city public transportation planning, conclude the necessity of urban public transportation system planning in the new area planning to achieve that theory and practice become one flesh.
