successful planning of it has great relation with the sustainabl development of the city. Facing the challenge of urbanization and motorization, the demand-supply conflict in urban transport becomes serious. Large scale construction ususlly has not occurred in the new urban district; therefore, it is beneficial to mutual harmony of city development, land use and transportation. The thesis focuses on the transit-oriented transportation planning of new urban district and studies how the new urban distric realizes the prior development of public transportation from the prospective of land use, traffic model structure and traffic network layout. It can improve the efficiency of passenger transpor and achieve rational use of resources and the sustainable development of new urban district.The thesis determines the characteristics and basic strategy of the transportation planning through discriminating and defining the concepts and traffic characteristics of the new urban district. Based on the interactive feedback relationship between the transportation and land use, the integration pattern, valuation system and evaluation methods of public transport and land use are proposed. It can achieve the coordinated development of traffic and land use by public transport controlling the land use. Under the principle of priority of public transport, the thesis studies the overall idea, planning methods and techniques of the transport network layout, such as urban road network, public transport, parking, etc. According to principles and guidelines of the sustainable development of urban transport systems, we put forward the evaluation index system which is consist of residents satisfaction, transportation functions fitness, the environment and resources affect and coordination of transport development to evaluate the transportation scheme of new urban district. Finally, the paper combines the actual cases of Harbin Qunli New Urban District to test the method proposed in this thesis.
