| In recent years, the freeway is attracting more and more people for its advantages of high speed, convenience and comfort. How to ensure the freeway safe and unobstructed, has been taken quite seriously by the traffic management departments in different countries and areas. Detecting and dealing with traffic incidents timely through the video surveillance and management system, is an effective method to ensure the freeway safe and unobstructed.According to the management needs and the construction process of Southeastern Shenyang Beltway, this thesis proposes a design scheme of the traffic incident detecting and management system based on video processing, which consists of following four parts. The first part is the fore-end detecting equipment. A pair of HD cameras are set along Shenyang Beltway about per kilometer, one of which is a fixed focus camera used to monitor the coming direction of a car, while the other one of which is a dome camera used to monitor the leaving direction of a car. The second part is the incidents analytical equipment, which is set in the toll-gate. The Citilog analytical equipment from France which is based on the vehicle tracking technology is used in the scheme, by which the incident alarm message can be transmitted to the third part-the integrated monitoring management terrace. The terrace is set in the remote supervision centre, where the alarm is judged authenticity and some following processing procedures are taken. In order to keep the transmission network unobstructed and stable, we use an RPR ring network made of ten Gigabit switches as the data transmission scheme,which is the fourth part of the systemThe Video surveillance and management system of Southeastern Shenyang Beltway is able to detect various traffic incidents, such as illegal parking, pedestrian, traffic jam, Vehicle retrograding, abandoned objects, etc and generates alarm to the remote management terrace, which assists the traffic management departments a lot. |
