Urban traffic system is dynamic and complicated. Traveler's action in this system is stochastic and uncertain. There are traffic incidents inevitably on account of all kinds of factors. Traveler's life and wealth are threatened by traffic incidents, also, wealth of society is damaged badly because of traffic incidents. Traffic incidents management methods existed are mostly relied on the individual experience of policemen and staff in traffic management center. However, this traditional method basing on manpower experience is difficult to put forward exact incidents management decision-making in time, according to complicated and variational incidents information. Therefore, study on traffic incidents management decision-making support system is significative, which could assist management staff to put forward decision-making in time.This paper is supported by the project study on key theories and simulation technologies of dynamic traffic management and control in urban road network, funded by China National Natural Science under grant 50338030. This paper applies technologies of models optimizing and fuzzy reasoning to investigate the decision-making support methods for traffic incidents detection, response, disposal of scene and traffic flow organization.This paper comprises of 7 chapters, and their contents are as follows:Chapter 1: Introduction. Introduce the project origin and explain what and why to be investigated in this paper. Point out the value of this paper both from theory and practice, and then summarize the research status both at home and abroad. At last, the main contents and structure of this paper are given.Chapter 2: Framework design of the traffic incidents management decision-making support system. Analysis of user requirement and function demand, and then realize designing of system framework.Chapter 3: Study on the decision-making support technology of traffic incidents detection. This part is based on advanced AID algorithms existed, analyzes algorithms of traffic incidents which bring traffic congestion and are under light volume, to assist managers putting forward incidents detection decision-making.Chapter 4: Study on the decision-making support technology of traffic incidents response. This chapter investigates the models of succor resource distributing and succor vehicles optimized assigning for incidents response, according to system requirement. At first, this chapter reviews the primary models, and puts forward optimized models, then validates the effects of optimized models by simulation road network.Chapter 5: Study on the decision-making support technology of traffic incidents scene disposal. At first, this chapter investigates the fuzzy rules transformation methods under three circumstances, and then designs the creating method of incidents scene disposal strategies using fuzzy reasoning.Chapter 6: Study on the decision-making support technology of traffic flow organization. This chapter analyzes the traffic flow organization strategies of outburst and securable traffic incidents, to assist managers putting forward traffic flow organization decision-making.Chapter 7: Conclusion and the future work. This chapter looks back the study process and main contents of this paper, brings forward the innovation points and disadvantages, and then point out the further study in the future.
