In recent years, with the rapid development of Internet and all kinds of smart terminals, the wave of the Internet is coming right at us. In China’s Government Work Report of 2015, the strategy of "Internet+" is proposed. Transforming certain traditional PC-based softwares into some new platform, either from the scientific point of view or from the application point of view, has an opportunity demand. The existing radar simulator in Dalian Maritime University was developed in the early years based on the traditional desktop system. In order to respond to the challenges and opportunities and adapt to this new mobile Internet, this thesis attempts to research on and explore marine radar simulators based on the mobile terminals.The Android operating system takes a leading advantage in the field of mobile intelligent terminals. Android has been successfully applied in automotive, medical and other areas. This thesis analyzes the development of marine radar simulator; studies the architecture of the Android system and the image rendering system; researches the basic algorithms of marine radar echo image display, rain and snow clutter mathematical model based on Rayleigh Distribution is also researched.Referring to the real radar layout, this thesis features a modular guiding ideology to complete the design and implementation of android-based marine radar system. This thesis mainly achieved the functions of radar echo images display on the android tablet in a different range, different sports mode, as well as snow clutter. It’s also achieved a touch operation of scale radar system; and the initial realization of ships collision avoidance assistance calculation information. Goal of auxiliary information computing of ship collision avoidance has preliminary achieved and so on. This thesis transforms part of the function of a traditional sailing simulator into mobile platforms and lays the foundation for future further researches.
