With the continuous progress of the new energy power generation technology, this becomes a solution which can solve the environment pollution and energy shortage problems. But the new energy systems are incorporated into the distribution network, the influencing on distribution network planning and operation is more and more. Therefore, it is necessary to provide the optimal network construction scheme to meet the load growth. Previous studies mostly focused in the two aspects of new energy access for the construction of distribution network economy and network reliability considering. Less consideration of the effect of new energy power generation on power system operation risk, this paper mainly on the distribution network planning considering risk factors were studied.Aim to solve the problem of the increasing complexity of distribution network planning, a new distribution network planning model considering the risk factors is proposed. Considering load shedding risk, insufficient power supply risk and voltage instability risk, and the risk consequence serious degree into the corresponding economic loss, and combined with the network loss and line investment in power grid comprehensive economic minimum cost as the objective function. The traditional genetic algorithm is improved, which is based on Gray code strengthen late algorithm local search ability, and with broadcast application principle, repairing the algorithm calculated produced in the process of infeasible solutions.The weather has a great influence on the output characteristics of PV. which leads to different power flow distribution, and the voltage generation is limited, so the photovoltaic power generation capacity is changed, the result of distribution network planning may be changed. According to different weather conditions, the photovoltaic power generation curve is divided into three kinds. The two state weather model is used to simulate the feeder fault probability under different weather conditions. The distribution network planning evaluation index is proposed to account for the risk factors of the limit of voltage, loss of load expectation and photovoltaic power generation revenue rate which are three aspects of PV penetration of distribution network planning scheme.In the analysis of power system, the actual data obtained from the power company large storage in CIM files. This paper gives the grid file CIM intelligent management and calibration method, which can reduce the workload of public information encoding analytical model. Also based on the actual project, this paper introduced 35kV and 10kV Jinzhai County of Anhui Province with new energy power system based on the theory of distribution network planning risk of power grid planning.
