With the advancement of the power system reform,China's electricity market operation mechanism will improve,which will have a huge impact on power grid planning and operation,which is a huge challenge for all aspects of power grid.Electricity generation,transmission and distribution turn from the planning form to the market form.At the same time,users will have more choices in electricity market,which will have a great impact on the operation of the grid.The transmission and distribution network planning is the basis of the safe operation of the grid,so how to carry out the risk assessment and planning of transmission and distribution network under the power system reform will become the research focus of experts and scholars.This paper first analyzes the current research status and existing problems of the power system reform and analyzes the impact of the power system reform on the transmission and distribution system.From the power trading framework and electricity price operation mode after the power system reform,this paper analyzes the influence of generation,power grid and user from power system reform which lays the foundation for the risk assessment and planning of the transmission and distribution network.For the fact that the traditional risk assessment method can not adapt to the uncertain market factors brought about by the power system reform,risk assessment is conducted from the security risk assessment of the transmission and distribution network operation.The security risk assessment considers the market electricity price fluctuation,the active load-electricity price closed-loop feedback model and the market trading scenario under the power system reform.An practical case is used to simulate the power grid operation risk assessment under the power system reform,and the practicability of the power grid security operation risk assessment considering power system reform factors is verified.In this paper,DG operators and power grid company are considered in the distributed generation planning,and a two-layer model of distributed generation planning is constructed,aiming at maximizing the income of two market entities.DG operator relies on electricity sales revenue as the main benefit,while grid company relies on electricity transmission revenue and minimizing network operating costs.At the same time,there are also sales revenues from power sales companies affiliated to the power grid company.Considering the wind power output,photovoltaic output and load fluctuation uncertainty factors,the particle swarm optimization algorithm and genetic algorithm are used to solve the two-layer model,and the effectiveness of the transmission and distribution network planning model is verified by the IEEE 33-node network.
