Modern life has changed people’s trip mode, and the motor vehicle has become the main transportation. But due to the large increase of vehicles it also brought traffic congestion problems. The scholars found that the characteristics of urban road traffic network and complex network have many similarities. Therefore, based on the analysis of the traffic network structure characteristics this paper presented a control strategy that how to ease the traffic congestion. Including presented the network performance evaluation method on the basis of travel time and the ranking method of node importance that based on the dynamic traffic network model and presented the regional traffic signal control method and space occupancy decreasing control strategy that based on the pinning control.First of all, abstracting the urban road traffic network system for the complex network system, and considering the dynamic traffic flow characteristic of the urban road traffic network. This paper puts forward a method of road traffic network node importance evaluation method that based on the travel time. It includes the network performance calculation formula, the node importance calculation formula, etc.. Because of these methods are based on the monitoring data of traffic flow so they have computability.Second, adopting the complex network of pinning control method to solve the regional signal control, and putting forward pinning control method that based on the space occupancy decrease control strategy. That taking the key node as the controlled member, through adjusting the key node signal timing, to make the closer distance to the key intersection the space occupancy smaller and to ensure the smooth pass of the key intersection.Finally choose the xiamen city traffic network as simulation environment to verify the validity of the above methods. It includes use MATLAB to rank the importance of nodes, use VISSIM, VB and MATLAB combined simulation to verify the validity of the pinning control. The simulation results show that, the proposed method can reduce the network delay time and improve the speed of the vehicle.
